Knowing that Mr Donegan had a mental problem and he was a threat to the public he should not have been left unsupervised. As much as we can appreciate that Mr Donegan has been detained under the Mental Health Act, Mr Salamouni will never see again. Under the ECHR there should be some provisions made for foreigners that are attack and left disabled by European Citizens. Please post answer.
